New CNA Commissioners

Mexican Senate confirmed the new commissioners of the CNA

On October 14, 2025, the Senate ratified the five individuals appointed to serve on the National Antitrust Commission’s (“CNA”) Board of Commissioners. They were sworn in during the same session.

The new commissioners are:

  • Andrea Marván Saltiel – Lawyer. Her term will last three years. (2025-2028).
  • Ana María Reséndiz Mora – Economist. Her term will last fpur years (2025-2029).
  • Óscar Alejandro Gómez Romero – Economist. His term will last five years (2025-2030).
  • Ricardo Salgado Perrilliat – Lawyer. His term will last six years (2025-2031).
  • Haydee Soledad Aragón Martínez – Sociologist. Her term will last seven years (2025-2032).

President Sheinbaum appoints the new Chairperson of the CNA’s Board of Commissioners

Andra Marván is the new Chairperson of the CNA

  • On October 16, 2025, President Sheinbaum appointed Commissioner Andrea Marván as the first President of the CNA for a three-year term, which may be extended once for the same period.
  • With this act, the CNA’s Board of Commissioners is formally constituted.

EFFECTS

With the integration of the CNA’s Board of Commissioners:

  • The Federal Economic Competition Commission (“COFECE”) is formally dissolved.
  • The Federal Telecommunications Institute (“IFT”) will no longer analyze matters relating to economic competition, preponderance, and cross-ownership. Its other functions will be replaced by the Telecommunications Regulatory Commission.

Creation of the CNA

With the integration of the CNA’S Board of Commissioners:

  • The CNA shall commence operations on the day following the integration of its Board of Commissioners (October 17, 2025).
  • The CNA will assume the functions related to antitrust, preponderance, and cross-ownership that previously corresponded to the IFT and COFECE.

Next steps toward full operation of the CNA

Validity of previous acts and resumption of proceedings

Validity of previous actions:

  • The actions and resolutions adopted by COFECE and IFT prior to their dissolution shall remain in force.

Resumption of deadlines for investigations previously conducted by COFECE and IFT:

  • On October 17, 2025, the CNA shall resume the deadlines for investigations and ancillary proceedings, that were suspended on July 17, 2025, by the Investigative Authorities of COFECE and IFT.

Digital Platform Migration:

  • Creation of a new website for the CNA (https://www.gob.mx/antimonopolio)
  • The migration process of the electronic systems and databases of the COFECE and the IFT to the new CNA systems will be carried out.
  • Digital platforms will be enabled to consult and manage electronic files that were being processed by COFECE and IFT.
  • Simultaneously, new platforms will be enabled for electronic procedures initiated before the CNA
