The Federal Executive Branch submitted a initiative to the Chamber of
Deputies seeking to increase tariffs on imported products
On September 9, 2025, the Parliamentary Gazette of the Chamber of Deputies published the “Federal Executive’s initiative containing a draft Decree Amending Various Tariff Items of the Import and Export Duties Law” (the “Initiative”),1 which proposes an increase in the General Import Tax applicable to goods originating from countries with which Mexico has not entered into a Free Trade Agreement (FTA).
The Initiative, introduced by the Federal Executive, seeks to reduce Mexico’s trade deficit in the affected sectors and to align trade policy with the objectives of Plan México. Once discussed and approved through the legislative process, the Initiative shall enter into force thirty (30) days after its publication in the Official Gazette of the Federation. The Initiative proposes amendments to the General Import and Export Duties Law (TIGIE, for its acronym in Spanish) to increase the final tariff rates on the goods listed below to the
following levels:
- Perfumery and Cosmetics: 35% – 50%
- Soap and Cleaning Products: 35%
- Plastics: 10% – 35%
- Rubber: 35%
- Leather: 35%
- Paper and Cardboard: 30% – 35%
- Textiles: 20% – 50%
- Footwear: 35%
- Ceramic Products: 35%
- Glass: 35%
- Iron and Steel: 35%
- Common Pipes and Metals: 20% – 35%
- Aluminum and Articles Thereof: 10%
- Articles of Base Metal: 10%
- Auto Parts: 10% – 50%
- Electrodomestics: 35%
- Automotive: 50%
- Medical Instruments: 10%
- Furniture: 35%
- Toys: 35%
- Steakers and their parts: 35%
